Universe Edition Uncommon Sheet
The Universe Edition Uncommon sheet contains 88 Uncommon cards and 4 Common cards which appear 3x each. The other 50 Common cards are printed 2x each on the Common sheet.
The Common sheet was likely printed 3x for every 2x the Uncommon sheet was printed. Since the Uncommon sheet contained 1x of each Uncommon card while the Common sheet contained 2x of each Common card the ratio of 3:2 would result in each Common card being printed 3x more than each Uncommon card. However, because there are more Uncommon cards in total the total ratio of Common to Uncommon cards would be 324:176, or roughly a 2:1 ratio (actually, 1.84:1 ratio).
These sheets appear to be mixed together before adding them to Starters or Boosters. This means that each Booster contains about 3 Uncommons and 5 Commons while each Starter contains about 21 Commons and 11 Uncommons, however this number can vary with the random mix of cards.
Note that the depicted Print Sheets are just example layouts. I don't know what the actual card layout of these sheets were. In fact, the actual layout was likely more randomized to make it easier to pack boosters.
